How about fines are paid based on the value of your vehicle? I know some countries assess fines based on your net worth since a $100 fine to someone worth $100M is nothing, but what if the fine were based on the value of your vehicle? I don't drive an expensive car because I can't afford to. If I could afford a $1m car perhaps a $100 fine isn't the right deterrent.

got a speeding fine in Australia, it hurt, I felt like I was in a penal colony...
got a speeding fine in the USA, it was less than I pay for a tank of gas, I was not deterred

Perhaps... The first 2 or 3 speeding tickets are not very painful to someone like that, but once you hit too many points you jeopardize your license, I imagine this would deter even a millionaire from getting speeding tickets all the time.

Here you get 3 points for each speeding fine and certain other traffic violations. If you hit 12 points you get banned from driving. Sometimes you can sit through a dull day long course instead of the points though.

I'd like that... My car doesn't have an official value on the Brazilian FIPE table, the closest thing to it is the Tipo 1.6 5-door, rated at a meager 3 thousand bucks.

There have been a number of instances where the income wasn't the appropriate fine. Plus it requires a lot more work by the courts. Just look at the car go to the value book and assign a $ amount to the fine. A lot less work for the courts and a much better way to penalize speeders accordingly.

Why not base it off penis length? The only reason I have a Corvette is to make up for a small penis - it should be understood that I'm speeding due to inadequacies. Fines should be inches x speed over limit in dollars. 180 in a 55 would only cost me $125, while some of you with giant dicks would pay upwards of $1,250 - because you deserve the higher fine!!!

I both love and hate this idea.
Out here our fines are stupid expensive. I once got a ticket for rolling through a stop sign (I seriously might have been going 1mph instead of fully stopping). $365 fine. I hired a traffic lawyer who get it down to a parking violation somehow which was only a $2xx fine, but ended up costing me almost $400 in total anyways after I payed him his lawer fees.
I also got a ticket for operating an unsafe vehicle the time my tire fell off. That was a $5xx fine.
They regularly write $1000 for not heeding to pedestrians and "speeding" through a school zone (zero tolerance, if your going 21 in a 20 your getting a ticket)
For these reasons I love the idea of a value based fine.
I hate it becasue this is also how they base our annual registration (vehicle value). My 2014 Wrangler that I bought last October with an MSRP of $38,xxx currently has an annual renewal fee of almost $900. While sure, the whole if you can't afford the reg don't buy the car argument comes into play, as an automotive enthusiast, I have always been willing to spend a little bit more than I rightfully should to get the car I want. This means, in the event I got a fine, I would have to spend more becasue I spent more to get the car I liked.

But you also need to account for the guy that eats ramen, works 2 jobs, and fills in the spare minutes with puck up work to be able to drive the car they love. If you hit them with a vehicle value fine, they lose the vehicle.

Ad Valorem tax on registration is bogus. I'm happy we got rid of that in GA, since that means I can now buy newer and more expensive cars.
Although, on my truck, Ad Valorem is $15. The tag is another $10, so $25 to register the truck, as opposed to $300+ for a 6 year old BMW, or more for a brand new Mini.
